Foundation’s Perspective for How to Develop Entrepreneurship Culture

 

The main mission of The Entrepreneurship Development Foundation for Women & Youth is thedevelopment of entrepreneurship among youth nationally aiming to discover and foster the creative ideas as well as developing the management capacity of entrepreneurs.

In this case, entrepreneurship means the process of creating the innovations and making new businesses under risky and ambiguous conditions by discovering the opportunities and utilization of resources.

Experiences indicate that entrepreneurship development not only needs the instrumental measures of the state only by a sole view to self-motivation and market flexibility, butalso gradual formation of national entrepreneurship system, although requiring long way to go; but by accepting such perspective, one can choose approaches to attain some relative and stage successes  in its route.

Knowing the current challenging conditions, approaching to existing opportunities in the public arena and believing to the possibility of increasing the creative capacity of youth, The Entrepreneurship Development Foundation for Women & Youth thinks it is possible to achieve its mission based on following defaults, objectives, alternatives and plans:

1-       Scientifically understanding and explaining the national constitutions as the main assumptions for basic document of the foundation;

2-       Theoretical basis of the foundation is based on the principles governing on its general perspective, existing national experiences, domestic documents and global literature.

3-       The strategies may be planned based on the informed and realistic understanding of the environment, while this foundation aims to discover the opportunities ahead, but it is necessary to consider following structural barriers:

3-1-  Entrepreneurship and business culture indicating the lack of valuable work, business and creative and innovative activities, media weakness nationally, lack of a targeted plan to overcome the cultural barriers and promoting the values believing to the business particularly entrepreneurship.

3-2-  Human skills indicating the lack of creative and entrepreneur managers as well as non-conformity of existing management standards with global and even regional business markets.

3-3-  Software, management and social structures indicating an image of the weakness in major management for meeting to the needs and removing the drawbacks, low national efficiency and quality level in the management of businesses particularly in the small and average size.

3-4-  And finally, hardware structures and financial resources indicating the sever weakness of communication, information and training infrastructures, the lack of centers and institutions for development of professional human resources nationally, not predicting the incentives and financial resources and facilities needed.

4-       One of the main objectives of such thinking is explaining the national division of labor in the process of formation and development of entrepreneurship system. In this view, any element will play its role in an entrepreneurship media proportional with its situation. On the other hand, entrepreneurs, new entrepreneurs or youth applying for business, government, professional formations and public institutions- universities, banks, municipalities,…, are the main elements of entrepreneurship medium. Absence of any one in the stage and or interfered by other roles may be a main challenge of entrepreneurship process.

4-1-  For its part, foundation is intended to be a “linking circle” of components of entrepreneurship medium based on its capacities and potencies; therefore, it will less interfere in the affairs. For this reason it is very important making the private sector and professional organizations active. In this way, foundation requires linking itself to similar valid and professional institutions internationally to transmit its experiences and define common activities.

4-2-  Along with promoting the entrepreneurship proportional to the subject,  it links itself to legal and public institutions.

5-       The main strategy of the foundation is organizing and benefiting from existing national opportunities and capacities using national and international experiences. Detecting and supplying the resources, whether HR, information and organizing the executive factors will support the main strategy of the foundation.

6-       Along with, an applicable model includes organizing the major management, legal and informational organization, culture making, economic improvement and institutionalization in major and minor dimensions. Four activities including research, training, consultation and promotion will support launching the model.

7-       This memo is the first step to achieve the objectives and strategies of the foundation. It is obvious that proportional with the progresses, this will be also amended by time.
